[MEDIA RELEASE] First delivery marks new era for waste across Perth

More than 160,000 Perth homes are set to become part of an Australian first as Mindarie Regional Council (MRC) begins delivering red-bin household waste to a state-of-the-art waste-to-energy facility.

(Click to expand) Energy Recovery (or waste-to-energy) is a proven waste management process used all over the world.

MRC made its first delivery to Kwinana Energy Recovery (south of Perth) on Monday, as part of an agreement which will enable a gradual transition away from landfill waste disposal for local authorities in the Perth Metro Area.

Under the new agreement, five councils – the City of Stirling, City of Perth, Town of Cambridge, Town of Victoria Park and City of Vincent – will divert household waste to Kwinana, which is Australia’s first operational waste-to-energy site. Deliveries begin with the City of Stirling, with the remaining councils transitioning progressively and volumes increasing gradually over the coming months as new arrangements are implemented.

The move represents an important step in MRC’s transition towards more sustainable waste management, helping reduce Western Australia’s reliance on landfill while recovering value from residual waste that cannot otherwise be reused or recycled.

It is also supporting the Western Australian Waste Avoidance and Resource Recovery Strategy 2030, which seeks to move WA towards a sustainable, low-waste circular economy through waste avoidance, resource recovery and reduced reliance on landfill.

The Cities of Joondalup and Wanneroo, which are also MRC members, will continue to deliver household waste to MRC’s Tamala Park Waste Management Facility, enabling the landfill there to reach the final capacity required ahead of capping and closure.

Mindarie Regional Council is one of Western Australia’s largest waste management authorities, responsible for the disposal of household waste from nearly 850,000 people – more than a third of Perth’s population.

Kwinana Energy Recovery – which is owned and operated by Acciona – extracts energy and recoverable materials from non-recyclable waste through thermal treatment. The facility has the capacity to generate electricity to power more than 55,000 homes while recovering useful materials which would otherwise be lost to landfill.

Cr Gary Mack, Chair of MRC, was there to watch the first delivery arrive at Kwinana and described it as a ‘landmark moment’.

“This agreement is the culmination of five years of hard work by MRC and its member councils”, he said.

“Since 1987, we’ve had the job of delivering sustainable waste management options for our members and keeping pace with new and emerging technologies to deliver the best possible services and value for ratepayers.

“This is a landmark moment which underlines our commitment to circular economy goals.

“Most importantly, it ensures that household bins across Perth will continue to be collected, emptied and managed well into the future.”
